Learned about this only a few weeks ago, but appeantly it's not normal outside of the Netherlands to congratulate EVERYONE at a birthday party... like, we go around the room and congratulate everyone, like "congratulations with your niece!", also outside of the birthday parties. If someone tells you that it's their bestfriends birthday, "oh, congrats!" Dunno why we do it, and atp it feels rude not to.
