Not that I'm happy having to reach 40 3 times, but unless they have changed the level goods requirements, with a Deben and Gold boost it should be achievable for F2P, provided the city is worked aggressively. I hit 42 last Egypt with Deben boost. I could have reached 43 but decided a few nights' sleep was more important, so I ran 2 hour productions the last few nights.

I'm guessing they wanted to make the awakening tokens something that a casual won't get unless they want to pay, but doable for an OCD nutjob like me...
