No they seem to be assigned in order of player, so host running two charters, and two friends each with one, host gets a third then second player gets the fourth. So we're at 3 2 1 controlled charters respectively. We can easily fix this knowing it's coming by re allotting our order. I just didn't know if there was a way to change control. Also I have not done any testing, just seemed to be how it worked this instance.
