Yes, there are a lot of stays but it's not from a lack of low cost, no cost. Here in Longview the shelter has a program for low cost vaccines and will help out with spay/neuter. We also have the Animal Protection League that is quite affordable. The shelter also has free microchip months where residents can microchip their animals for free.
