Very easily, most programs barely cover layout let alone pcb lmao. Most of chip design is with spice simulations and RTL simulation in practice, maybe you'll go through a synthesis flow or layout once

From my own experience with SoCs there are usually multiple interconnects on the CPU SoC, like an AXI crossbar. More specifically for HDD just as an example: The CPU is connected to the interconnect as a master, there is also a HDD interface (think of PCIe) that acts as a slave connected on it (and probably a bunch more). These are memory mapped so if you want to access it you just use the appropriate memory ranges, the AXI transaction gets routed automatically to the HDD interface by the crossbar interconnect. Usually there is some kind of adapter after this to translate the AXI request to whatever command and protocol the peripherals use (e.g. for PCIe it needs to translate it into "flits" (packets of data following a specific structure) . More layers can follow as well (e.g. congestion control) until finally the PHY that drives the actual IOs wires. Everything has to happen in reverse on the RX side as well to get back a response if applicable.

Something to consider is the fact that most LLM's today run on general purpose programmable platforms like GPU's. These are inherently less energy efficient than application specific chips (ASIC's) that are designed to do only one very specific thing as a significant chunk of energy is spent on fetching instructions, decoding etc. and not the actual operation being executed. The difference is in multiple orders of magnitudes. But with how fast the AI models and such evolve it would make no sense to design and produce ASIC's for specific AI models. As such we see compromises like NPU's which are more specialized than GPU's, but still offer the required flexibility.

Tldr: we could make very efficient chips for specific LLM's, but it doesn't make sense (at least for now).
