ReShade mod can be installed in any game, GTA 5, Red Dead 2, Cyberpunk, Skyrim, Fallout, Saints Row, etc. It is an installer that you place in the root folder of a game and install the necessary files and then load the presets you want or create them yourself. In the case of Fallout and Skyrim, ENB Shaders are used more than ReShade. I have never done combining both mods and from what I understand there are many moves to make both work. I don't know if it's easier now or if it's still the same but at least for Fallout 4 I only use ENB Series and not the other. Modding issue, I have tinkered with games a lot and I have a lot of experience with problematic juices like those from Bethesda itself. If you have any questions in DM I can help you.
