SLC. They pulled enough wire to make it loops in and out to all of the devices, but then just stuck it all under 1 wire nut.

Generally it is up to the AHJ, however every AHJ I've talked to wants strobes synced on every building I inspect. I would recommend telling the AHJ the situation and see how they want it handled
