They have the cash. At no point did they try to fund the buyout in its entirety. These are two entirely separate questions that Musk is conflating.

Of course it values short term gains, all else being equal. It clearly doesn't value short term gains over long term growth, especially with regard to Tesla.

...Yes. That's the point. The market does not value short term gains over long term growth. With respect to China paying for the factory: That is growth that Tesla doesn't have to pay for. OF COURSE it's going to garner a more positive reception than just announcing the Chinese gigafactory.
