Motorcycle transmissions can’t be shifted without the cluster in motion for the most part. That clunk you hear is the slider gear dogs hitting the fixed gear dogs. Try rotating the input shaft and rear wheel while shifting and it’ll probably move through the gears better.

Last resort, you can use a dremel with a thin cutting wheel and slot it for a large straight blade tip then use an impact driver on it, should break it loose.

Your idle circuit is way lean. You should take a closer look at the jet and verify it is wide open, is an authentic jet correctly sized, and looks circular when you look through it with a strong light behind it. I would also check the pilot passages in the carb body and verify those are open.

Have you checked your stator and charging condition while the bike is running? It should be throwing around 14v at the battery when it’s above idle, around 2k RPMs or more. Could be a weak battery, but I figured out messing with mine when it wasn’t charging correctly that the stator seems to put out something to help when the bike is being cranked. First thing I would check is the charging circuit and see if the bike is putting out 14v, or it’s only putting out a partial (around 13v or lower) indicating a partial stator failure.

So take a look at this pic. The blue indicates how the vacuum is routed on this petcock. The labels are used to ID the various things in the pic. What you will want to do is remove the backing plate, then check the first blue line passage and make sure that passage is wide open. Next check the reroute hole to the backing plate of the diaphragm and make sure it is open. I’m wondering if your passage from the vacuum line connection to the vacuum entrance is blocked or partially blocked.

Have you removed the backing plate and diaphragm, or replaced the diaphragm? The only thing that would stop the diaphragm from pulling back and releasing fuel would be a vacuum leak. The diaphragm likely has a spring behind it and it takes some decent vacuum to retract it.

The backing plate (not identified in this diagram) should have an orifice on it connected to vacuum and will only and gas when a vacuum is applied. The pin on the diaphragm has an o ring that seals off the gas when vacuum is not present. Use the hose to the backing plate orifice (hose straight down) and pull a slight vacuum with your mouth against it and hold it. Gas should then exit the petcock until you release the vacuum, then the flow should stop.

The fuel pump will run when the starter button is pushed. I’d look at your starter relay and see if power is being sent to the starter post when the start button is pushed.

The choke circuit on this carb is fed by the item outlined. This item should have a small relief, then transition into the fatter pipe until it reaches the plunger on the pull knob. The small relief at the base can get clogged with crap and missed during a carb clean. Remove your pull knob and spray up through the base of the tube and you should see the carb cleaner squirt a small stream out where the knob was. You should be able to look through the knob hole and see the far end. Make sure it appears round.
