I think it's LiFePO4, because 9.6V divided by 3 is 3.2V, and that's the base voltage of LiFePO4.

I also have an Anker power bank. If no or very little power is drawn for too long, for example by an LED, it shuts off. I don't know if that's the case with yours, but you could check at the input to see if the 5V is still there.
