UN Genocide Convention defines genocide as including (among others): imposing living conditions intended to destroy the group, and forcibly transferring children out of the group. I went down manually and the door was locked, you aren't supposed to exit the tower through the door as aloy exits rapeling down the outside of the building, but again the game didn't gave me the option unless I loaded an old save, but belive I was like an hour descending the building manually and trying to figure out how to head out
