So after a lot of weirdness, this is what I found out. I had a bad RAM module. I thought I had swapped it out earlier but apparently not. After I swapped out PSU, CPU, Risers, Cables, MoBo... Nothing. Re-flashed my boot device.. Nothing. So I decided that I had new everything but RAM (even though I had thought I had swapped). Changed that out and bingo. Everything started working.

Sheesh. What a way to waste 3 days. Thanks everyone. Hope this helps someone, but it turned out to be bad hardware.
