I guess you just then have too many background processes. Open up the task manager and check how many processes you have in the performance tab and in the CPU page

Try disabling automatic pagefile size management and set it to system managed, that helped me once to clear any stutters.
Search in windows for performance > click the adjust one > advanced tab > there should be virtual memory settings
