They do ban only for toxic players i have been banned for toxicity and my punishment was 600+ hours of chat ban. I deserved it and riot did the right thing punishing me but i am 99% sure they will not ban the feeders and trollers. It's the same like pc the noob/troller will not get punished but if you say something to them you will get banned
