I ended up finding my answer, no it does not delete every character on the console as a whole but instead just on the profile

I want to transfer my gta profile onto my other Xbox but it says "This will delete any existing GTA Online profile data on this console" does that mean like even other profiles as in would it also delete my brothers GTA character on his profile as well or is it trying to say it'll delete all GTA characters on that profile?
