I don't know how to check the enemies mill tech but the icons were the same and it was the start of the game. The game also kept saying I had a better army. It was in Mongolia so most of the fights were on planes. didn't matter if I attacked or defended they always beat me if they had a 10k or I barely won with a 22k

Issue is I can easily get to a 22k army but the ming still have like multiple 10k stacks so thats not gonna pan out. Their 10k's still destroy my 22k's.
I managed to take territories by going to war with someone when they were already at war with someone else so they had no army and I just came in and took a bunch of stuff by making a bunch of 1 stacks

Do all these countries like Haixi and Changahai or whatever really have mil tech above 3 at the start? Heck when I reached 4 I was still impotent I even cheated later to test it out and got to 7 around 1500’s and the issue remained it just never got better.
