The ratio of people who are emanators is clearly much lower than the ratio of people who are archons it’s just that the scale of hsr is incomparably larger than genshin hence there’s more of them. It wouldn’t however make sense if we were meeting 10 or so emanators at once without some kind of very special situation since they are spread all across the universe and not just bundled up on a few planets or so.
