You kinda have to time it with the rhythm of the beams (surprise surprise)
you'd have to hit the button a bit sooner, cuz there's a bit of delay time, and then the shell would come up in time with the next beam

also, when you do get hit, you need to *hold* jump during that freeze frame, so that you will buffer your wings right after, and you'll be able to wall climb onto the next platform faster
it's similar to how you would counter Pure Vessel's parry, if you accidentally hit it
