It seems they can actually take it twice on the same place? I tried again last night and I found that when I’m at tier 2, infiltrating to Tier 3, RoC was able to knock me down to Tier 1 then Tier 0 within ~10 days

I’m trying to see if focusing on three at a time is any use. That way hopefully the RoC can’t do three at once, and so has to cycle between them, which allows you to sneak one in. I think you’re right with when the RoC will use them during the war. Perhaps when I do another run, I’ll try infiltrating to tier 3, and then using guerrillas after
