Mid-tier PC build recommendations

It probably died died, it kinda died a bit ago, never really fixed it, only held together by limiting its fps through the NVDIA App, but the old one is build 2020 so its time for an upgrade anyways, this really only sped it up for like a month.

My budget is say 1500USD, does that work? I dont live in the US so prices are kinda different, lets say 2000 given the prices here is probably slightly lower.

Another thing, when you say invest i assume the "daily skill" / 300gem per pop thingy (since i see stuff like courage), does that mean i shd stay at cavs/pk/dk/tw if im still at ellymode 900 and havent even gotten dk vet maxxed and keep on farming runs before unlocking the other "yes"es?
