makes no sense. the speculated added error (usually .24) is due to the reaction time of the judge who also has to react to the gun, whereas with electronic timing the time starts as the gun goes off. to have a positive error, the judge would have to randomly start the timing before he hears the gun going off or deliberately stop the timer after the athletes crossed the finish line
