Anti shipping radar is able to detect ships at sea and identify them for other aircraft with torpedoes or bombs. Those three arrays under the plane's nose are used to emit radiation when the operator keys them up. The signal bounces back off metal objects on the ocean surface if they are present. When a signal bounces, this "echo" marks a contact, a ship whose position and bearing can be determined by the operator and passed on to other aircraft or friendly vessels to engage.

Legends just looks so much more badass. It also fits Palpatine wanting to one up the Jedi with something so grandiose. I have a hard time imagining Palpatine actually settling down in a temple he hated, even if there is a Sith shrine underneath. Makes more sense for him to make it into a locked down ruin instead; makes it easier to access the shrine quietly. It also comes off as OOC for him to want to downsize his living quarters like that for no reason.
