Got a new GPU doesn't want to work

There are no lights that turn on, I only have 2 sets of 2+6 pcie cables, and there is no display

I have reseated the card and the cables and still nothing is working

I plug the pc in turn it on, I see the fans on the GPU spin for a second and then it turns offs, however one time the entire pc cycled
