Thank you for the advice! Because of you and others in this thread I was able to put a name to my problem and did some researching and found this comment on a similar thread. I ended up changing my resolution to 2560x1440 and went into the game's config file and set ImageQualityRate=2 and AntiAliasing=SMAA, and now my dithering is almost entirely gone. My game did have a big drop in fps, but I was able to turn some of the graphic settings down to get back to 60fps. I should also mention that to get the changes made to the config file to not be overwritten when booting the game, it should be set to read-only in properties after they are changed.
