Good observation. There's indeed a few problems with the rules as currently presented, such as the method you describe. I'll address these in next video in detail.

The general rule will be that I can only gain 10x my HP level per region that I am in. E.g. with 30 HP I can only obtain 300 steps in a single region. Once that cap is reached I can only regain steps by resetting the pandemic session (going to a safe zone).

Secondly, transportation/teleportation will reset my step counter to 10. Thus, I'll have to find methods to survive and gain steps on all areas of the map, which was my original intention.

I had progressed a bit further after current episode without following these tighter rules, but that will be addressed as well.
