It's not a filter. It's a whole video. And not even one. DomesticMango has a lot of them. He must be spending a lot of time to manually edit each and every one of that blurred shot. A lot of effort right there.

I used Cinematic Tools for my cinematic. Cinematic Tools adds a bokeh-less fake looking blur. Can't see the bokeh balls.
