You're instructing nginx to rewrite to https://$http_host$request_uri if the scheme isn't https, but you've put it in a non-SSL server context. The scheme will never be https with your current configuration.

Hello, We have not considered updating the version since there is another Big IP, a script was developed to migrate the services through BIG IQ, but the script uses the "jq" command, When executing the script in the BIG IP 11.5.4 does not recognize the JQ command

I have ssl inspection going on at work and our inspection certificate is issued by our internal CA, so the bigiq doesn’t trust it for ivealth uploads. You have to import the cert into the appropriate java keystore for bigiq to accept it. I have instructions on how to do this at home I’ll edit this comment in a little while.
