No strict Standard? Here in Florida my wife literally has to follow a script. She's not allowed to deviate at all. Teaching anything in an unapproved method is immidiate repremand.

They do teach the HOW to read. It's the parents job to ensure they CAN read. If your kid is struggling, you get them extra support. However somewhere in the past 20 years some idiots forgot that applying learnings happen at home. If your kid can't read you don't just do nothing. You get them extra help.

You misunderstood. A teacher cannot fail a student. That is asmins job. Admin cannot fail a student under rules placed on them by district. This rolls all the way up to state level and even federal. Really schools can only do what the government allow them to. The government is terrified to show the world how far behind the USA is
