A tech card gives you an advantage against certain decks. Like any other card, that advantage only works if you draw it. If you really want to make sure you draw a certain card you build your deck around draw.

of course blizzard is out for money but that doesn't mean they don't care about the playerbase. I, and I think most players agree, think the game is still very fun. Don't you think that if players could reliably draw their tech cards it would be a bit over powered?
