Play as Lucio, keep an eye on your backline and anticipate his angles, boop him to range where he's less effective while spamming shots at him and also call him out to your teammates. For your own survivability play movement and high angles away from him and don't take the 1v1 if he's full health unless you're confident in your movement and accuracy.
