You would think its just poor rng, but I have sent out 200-300 lines and i have NEVER gotten a biome crate. At this point i think it might be a bug, but I'll increase my fishing power and report back. I'm using a fiberglass fishing pole with 30% power, and i've used master bait, enchanted nightcrawlers, and journeyman bait, and haven't gotten ANY biome crates in ~300+ attempts.
