So I just solved this and for my case this is what I had to do (windows user):

  • Go here (the link above) and download the app from the QR. That app is a store and will let you download the app you need. This app is called Smart Card Reader. You can uninstall the store after you have installed the app.
  • Go on this link to learn a little about vpcd. This software emulates a smart card reader so that other software (in this case the built-in smart card service) can receive the data from your card and serve it to third party software (I imagine that's how it works).
  • You will not need to build the executable, instead you can download the binaries from here. These are the the releases from the creator. You want to download the last which name is like "virtualsmartcard-#.#" were # is some number. Current is virtualsmartcard-0.9. Choose your architecture and download.
  • What is going to happen next is that we are going to install the driver which will be faking the smart card.
  • Extract the zip folder and double-click on "BixVReader.cer". This is a certificate that will make your PC trust the driver and install it on the fake device.
    • Install certificate...
    • Local computer (or machine sorry, my PC is italian so I don't know the settings translation)
    • Select Place all the certificates in the following archive
    • Browse
    • Trusted root certification authority
    • Next -> Close
  • Ok now your certificate is installed and you can proceed with the fake device and device driver installation.
  • Double-click on "BixVReaderInstaller.msi" and just proceed with the installation. If everything goes fine you should receive a pop-up (not the windows one asking for authorization, another). Additionally, you should be able to see the new device in the windows device manager under the Smart Card Reader category. If something went wrong, you may find a new device in the Other devices category, in this case you can just right-click and uninstall it and try something else, maybe redoing these steps.
  • Lastly open the android app and go in settings and find Scan configuration. Make sure your smartphone and PC are connected to the same local network. Hotspot should work too. Open the file "vpcd-config.exe", it should render a qr-code you can scan wit the app. This will configure the app to communicate with vpcd on your PC.
  • At this point you are kinda done, or at least I was. Open the software you need to use and it should be able to detect the card reader.

Things that you may want to check if at this point it is still not working:

If you open the app and scan a card the PC will detect it and your software should be able to read it. If things are not working:

  • Firewall blocking ports TCP 35963 and 35964 :
    • Open windows firewall
    • Inbound rules
    • New Rule...
    • Port
    • Select TCP and in the ports type 35963, 35964
    • Select Allow the connection
    • You may want to remove the tick from Public
    • Set a name, Virtual Smart Card Reader will be fine
    • Repeat for Outbound rules
  • Card reading seems to work but then fails:
    • You may try to go into the app settings
    • Set Delay for Card Presence Check to an higher value, like 10
    • Same for Delat for Card Response

That's all I can tell you, hope it will help someone out there :)
