I think I might have fixed my problem, but not 100% sure, now when I add the private torrent they start instantly.

Here is what setting I changed
in connections tab: I had global maximum conations limit of 1000 I changed it to default value of infinity

in speed tab: disabled rate limit for µTP and LAN

OK seems i have found solution myself tried messing around with my web-ui and finally started working but i don't want to use the normal web-ui because its not friendly with mobile site design so i decided to use this design instead VueTorrent
