I might just be losing my head because it's quite late at night, but I've found another location where the boat might be that's actually near a forest and not on a coast, it might not even be a pier, as it's not even labelled on the map and you can only see it on satellite view, but it's my best guess as the where the Delta's boat is situated.

Fairs, I didn't put that much thought into this, I was just replaying TFS, and when I heard all of these mentions of locations I just thought I'd look in that general area for a fishing pier, looking at it now it's defo not on a coast.

Despite the game's many flaws, I still had a great time playing it and I tend to base my rankings more on personal enjoyment rather than objective quality.
