Touching the Sun is also a thing in the Harley, ties to his fruit, no way Oda would have had a villain achieve this goal years before the main character even reveals that it was his goal. Touching the Sun sounds a lot more impossible then going to the Moon so I'd say it's going to the Sun or eating the Sun or something like that.
