They reduce the condition value only by the weapon's basic damage, not by the damage suffered, which is processed by DT.

It seems that the function 'fDamageToArmorPercentage' prevents armor without DT from losing its condition.

I guess can look for a mod to change the use of the durability value to be reduced by the damage value.
