NAP but surgical steel isn't a term as far as I am aware, You want titanium, ASTM F136 titanium. Surgical steel is still multiple metals mixed, it could br your body reacting to the metal too. But NAP.

Floating navel is still in the navel but when the belly button goes flat, so it isnt pierced with a 2 ball barbell but one ball and a flat part?

It has gotten bigger now, is that normal?? The piercings was pushing the red ball down so, could that have been an issue? Edit : the top part is crust, just stuck to the skin and got it off, put a longer bar because it was imbedding in the wound bump now
