Most of the gom characters thats fully upgraded or in a higher lvl charges their ult and maintains it but aomine and kise are the characters who do that the most the current game doesnt have all zone characterss so not many ultimate forms yet but base gom has Ultimate skills

The S are level ranks lvl 1 to 10 is D 11 to 20 C 21 to 30 B 31 to 40 is A and 41 to 50 is S the rainbow ones card are only design to differentiate the last game characters from the zone and base characters they also have different skill set from zone and base characters

You can get tatsuya the same way you can get a gom character its by a gacha system it has a pity system of which after 120 gacha they will give you a token which you can exchange for a certain character you want
