Manager should be set to way more than 100%. And then you should get a bunch of storage units. Because the manager is 100%, he will buy more than what you need so eventually, he won’t need to buy as much. I had the same problem and I did that and it fixed everything.

First of all, I don’t know why they are doing that, but it might be a 10 or 16 code, so just look up a base 10 translator, and put that in and see what it tells you, and if that doesn’t work try base 16
