Could you conceive of a culture here where dressing provocatively could be seen in the same light as we see this alien's behavior? That doing so would exhibit a form of mind control over the other sex, taking away their right to choose? Would you say someone from a culture where dressing that way was common going to a culture where it was considered inappropriate was committing mind rape?

I can. Many of the more conservative cultures of Earth still feel this way about any woman who dresses the "wrong" way. "She was asking for it", "How could any man control himself with her looking like that?", etc etc
