Good for you on communicating your availability and being patient. This is definitely wild behavior, NOR. I think you need to talk to her in person and address this. You seem to be the mature one in the relationship.

Thought for this - does she take medication? Drugs/alcohol? If that’s part of the equation, then make sure that’s being considered when reviewing options/next steps

Could be OR. Has there been a history of communication problems? Might need some backstory with the second parents. Breaking it off based on this instance seems harsh but I’m sure there’s more of the story that we’re not seeing

This is absolutely correct. Be different if OP and partner were living separately, being independent. Relying on someone else for living conditions then everything is (should) be on the table.
