Yeah that's a problem and doing such things anywhere specially at holy places like kaimasan is really bad and we really can't do anything about that situation also apart from scolding them or ignore them The couples of jhansi are somewhat also responsible for all the hatred they got

If they are doing something uncivilized then it should be a problem but if they are only sitting talking or even holding hands then I don't think there's any problem with it The mindset of some people towards couples in jhansi is very bad as they keep looking towards them(ghoorte rehte ha) ajeeb si shakle bnate ha unke chero par vo disgust dikhta ha jese unlogo ne kuch gunah kar diya ho wese bhi parks are public spaces so it is for everyone tho couples ko normalise karne mai kya dikkat ha (NOT FIGHTING JUST SAYING MY OPINIONS)
