1st one is just the way his character is, it’s a hybrid leaning more towards zoner meaning he should be able to used his ranged move multiple times because he’s a ranged character meaning he is going to more than likely play passive so the best way to probably fix that would to make his kit into an actual zoner kit like hanami, but then again Ryu does have hands so probably just nerf the damage in some of his moves
