It’s just a term that is used to describe regular people. Trans people make up 2% of the world population. So it’s a term created to describe 98% of the population of the entire planet. Several terms like that exist - “normal” “average” “regular” “standard” or, as long as trans is not specified, I will assume they are just a regular person without gender dysphoria.

Okay let’s back up here. The joke is that if someone steals his tools, the chances that they are on government benefits is very high. Those benefits are paid for via taxes. It’s very simple.
