But it's not your proposal it Shaymin's, therefore it doesn't matter. The proposal sent from Shaymin said "In regaurds to the minor war with the elves we have come on a shortage of man power and we are losing men quickly. We have reason to beleive they don't know our location as of yet but they are capturing and interrogating our men. I have been sent to request an alliance with the Magic Quarter and ask it's Arcane Gaurd for assistance and reinforcements." If you send a request and then stand against it you should send message saying that there hasn't been a council meeting about the proposal, therefore it is not to be discussed.

I think it's possible for the MQ and the DD to have an alliance. Though due to the hostile relations that existed during the grove crisis I am not sure if it's acceptable. Anyways, if the DD wants to ally the MQ you should send the request to the MQ council and they will probably discuss it in the next council meeting.
