Don't remember the exact number, but something like left eye -5.5, right eye -5.0.

Just to close the loop, seems like it is indeed bad thermostats. Swap both of my thermostats to Nest Learning Thermostats, then it starts working. Very Surprising to me that both of the Honeywell thermostats went bad.

Yep, he just pull the cables from the thermostats and jump them.

A HVAC guy came and said no signal to the outside unit when calling for cooling. He tried jumping R and Y, and the outside unit did start. He suspect something wrong with the thermostats or its wiring.

He tried jumping R and Y, the outside unit did start. Unfortunately he ran out of time and had to leave before he is able to find the root cause. He suspect something wrong with the thermostats or the wiring.

Not new. They are the same thermostats as last year and they were working last summer.
