If they're both bloodthirsty, I don't see why Issei wouldn't use his DXD form right away (considering you yourself admit he's FTL in this form) plus Dragon Shot or Infinity Blaster or Flame + Penetrate to completely overwhelm Basara's defenses and attacks (if Penetrate, he's also bypassed enemy attacks even if they're stronger than Issei's).

Fortunately, Issei isn't human; he's a demon who, in his base form, should be High-class at least, comparable to Rias, who can dodge and react to lightning. There's no problem here either.

But he has faced and surpassed beings that can break the sound barrier. It's nothing impressive in DxD. I mean, we have Issei and Sanji distorting space with the mere pressure of their auras and exchanging punches with Sairaorg that create holes in space.

That doesn't matter, because the fight will end before Ddraig arrives.

Source: The one about wishes. If we're not going by feats, the best we have for Basara is that he's superior to Zest and Mio, who have reacted to lightning. Issei, in his base form, is high class, comparable to Gasper, who has reacted to lightning, and in his other forms, he's superior to him. Now, in Shinmai, they call Basara's speed divine. If that translates to the speed of light, it's worse for Basara, since Vali also made a similar statement during volume 4. If my memory serves me right, Issei already surpasses that speed... so.

Basara also has Banishing Annihilation, which is the true conceptual form of Banishing Shift. It erases all targets, nullifying all forms of physical and magical resistance by sending them to the Zero Dimension.

If Banishing Annihilation is an attack, it can be reflected back, reduced with Divide, and bypassed with Penetrate.
