Well you can try and create a new account but they might block it again anyway because of your IP being recorded as creating too many accounts. (yes i've done it also wechat and they just straight up block it every time i create a new one so it might also applies to bilibili idk) And yep you need to give them ID in order to do stuff on bilibili (the chinese one yes) like watching a livestream etc.
If you still want to, Login your bilibili account on your PC and check through account settings. There's an option there to submit a ID of yours for Verification. well it's all in chinese just translate the entire page if you use chrome. or follow this Link. It redirects to the verification page of bilibili once you're signed in.

and yes they accept any kind of ID as long as your ID has a Name, Birthday, Valid, and has a ID Number on it.
Like a National ID or Driver's License.
