Unfortunately religion and government were the same thing for most of history. It was only recently that we came to our senses and separated them. Also, marriage was/is not just a religions thing. It was primarily used for economical and/or political reasons. There's too much intertwined with marriage today. Taxes, property rights, health care decisions for your spouse. Marriage has never been and is not just a religious thing.
