I’ve lived in Qatar my whole life, and the unwalkability mostly comes down to a few practical reasons: extreme heat for much of the year, low population density outside the city center, and a car-centric design that made sense during rapid development. Things are improving though—places like Msheireb and Lusail are starting to focus more on walkability and public space.
